Rubio Launches 65-Nation Anti-Left Terror Drive Under NSPM-7

More than 65 countries joined Marco Rubio in Washington on July 16 for a ministerial the White House cast as the start of an “unprecedented global offensive” against “radical left terrorism.”
NSPM-7, issued on Sept. 25, 2025, underpins that push by directing preemptive investigations tied to ideology as well as suspected violence, expanding executive power without congressional approval.
The Justice Department and FBI have already built task forces and a mission center around the directive, while the IRS is helping scrutinize nonprofit groups linked to left-wing movements.
That machinery has produced severe cases, including 8 Texas defendants sentenced in June after a 2025 detention-center clash—one got 100 years—and 15 Minnesota activists indicted on conspiracy and assault charges.
Civil-liberties critics and 31 lawmakers say the policy risks criminalizing belief and protest, especially since U.S. law has no formal domestic terrorist designation and right-wing violence still causes most domestic terrorism deaths.
