Summary
ABC News’ synchronized review of three videos shows Corey Ruiz was shot three times at close range just 28 seconds after falling from a bicycle during a police chase in Madison.
Seven seconds after an officer yelled that Ruiz had a knife, two officers appeared to deploy Tasers during the ground struggle; one frame shows a knife in Ruiz’s right hand before the shooting.
Police Chief John Patterson said Ruiz injured one officer with the knife and a second officer was also hurt; the four involved officers were placed on administrative leave.
Former police tactics instructor John Cohen said investigators will likely scrutinize why officers rushed to physically restrain Ruiz, why they did not disengage after the Taser warning, and whether Ruiz could still use the knife when he was shot.
The Wisconsin Justice Department is investigating the killing, which has already sparked protests and demands for accountability in Madison.
