Hong Kong police said part of scaffolding on a high-rise collapsed Saturday afternoon with no initial reports of injuries, while rain from Noul also affected southern and eastern Taiwan.
Noul is the latest in a string of July storms to hit China after another typhoon earlier this month drove more than 2 million evacuations in eastern China and Maysak struck the south on July 3.
