Nine European countries agreed in Paris this month to invest money and technology in Ukraine’s Freya air-defense project, giving Kyiv political backing for a homegrown answer to Russia’s ballistic-missile attacks.
Russia has fired more than 500 ballistic missiles at Ukraine this year, and June strikes helped cause nearly 300 civilian deaths, while Patriot interceptors—the only proven defense—are scarce after U.S. stockpiles were diverted to the Middle East.
Freya’s interceptor is expected to cost about $700,000, versus roughly $4 million for a PAC-3, but the system still depends on foreign radars, command networks and early-warning sensors from multiple European suppliers.
That reliance creates integration, export-control and funding risks that could delay deployment well beyond Fire Point’s end-2026 target; the report says a workable system is more likely at least two years away.
Even if built, Freya would shift Ukraine’s dependence from the United States to Europe rather than deliver true self-sufficiency, and its ambition to become a pan-European shield faces the same political and industrial frictions that have derailed past joint defense projects.
