Volker Türk said Israel must leave large parts of southern Lebanon and stop demolishing homes, calling the destruction of civilian areas a possible war crime ahead of new Lebanon-Israel talks in Rome.
Days before the next round on a June 26 framework deal, Türk said Israeli forces still occupy dozens of towns and villages, blocking some residents from returning and safely reaching their homes.
Israel says it is targeting Hezbollah fighters and infrastructure, including alleged weapons depots and tunnels hidden among civilians, while Hezbollah has rejected the direct talks and refuses to disarm.
More than 4,000 people have been killed and 1.2 million displaced since the war erupted on March 2, and Lebanese President Joseph Aoun warned Israel's continued presence and demolitions could undermine the agreement.
