At least 11 million people remain under flood watches from eastern New York into western New England, with a Level 3 of 4 flooding risk centered on parts of New York, Massachusetts, Vermont and Connecticut.
New Jersey and Pennsylvania already saw rescues and travel disruption, including at least 20 floodwater rescues near Paterson, while about 200 flights were canceled early Wednesday at LaGuardia, JFK and Newark.
