The Justice Ministry said prosecutors are probing alleged tender forgery, parking-lot leasing schemes and zoning permissions; 52 suspects were detained, including three deputy mayors.
Suspects face accusations including running a criminal organization, embezzlement, bribery, extortion and tender-rigging, while police seized documents and digital materials in the searches.
The arrest extends a two-year crackdown on opposition-run municipalities that has swept up hundreds of mayors and officials, including jailed Istanbul Mayor Ekrem Imamoglu.
The raids hit as the opposition CHP is already fractured after a court removed its leadership in May and 90 lawmakers defected last week to the new party formed by Ozgur Ozel.
