Probably not by itself, but it could create a workable window if leaders already have a bipartisan topline deal ready soon after the election. A Dec. 4 continuing resolution would mainly prevent an Oct. 1 shutdown and push the hardest decisions into the lame-duck session. That is useful because the House has moved all 12 FY2027 bills through committee and passed three, while the Senate is behind and still lacks a settled overall spending framework. Without that topline agreement, five extra weeks are unlikely to be enough to finish all 12 regular bills. The calendar is the main problem. Congress loses much of August and then much of October to recess and campaigning, leaving limited negotiating time before and after the election. Recent coverage also suggests many lawmakers already expect final FY2027 spending to slip until after November at the earliest. In modern practice, even “good” appropriations years often require a short stopgap followed by minibuses or a larger end-of-year package. So a Dec. 4 patch can buy time, but it does not guarantee completion of the full FY2027 budget. Its real value is giving appropriators a chance to turn existing House progress into a post-election deal, likely through bundled bills rather than all 12 separately. If talks on spending levels, executive spending flexibility, and program anomalies remain unresolved, the more likely outcome is another extension or a broader omnibus-style package later in December or beyond.

Susan Collins said Senate appropriators expect to release continuing resolution text later Thursday, with an initial vote planned for Monday evening before the summer recess.
