Those provisions have broad farm-state backing and are the main reason leaders are trying to move a bill before the Sept. 30 expiration of the current extension. Year-round E15 is different. It is popular with corn and ethanol interests because it could lift corn demand and give retailers certainty beyond annual EPA summer waivers. The White House also supports making it permanent. But it is not central to the safety-net redesign, and Boozman himself had previously signaled he did not want E15 included if it risked losing votes that would otherwise support the farm bill.
