Zelensky Appoints Umerov to Lead Foreign Intelligence Service, Replacing Acting Chief After 7 Months

Rustem Umerov was formally named head of Ukraine’s Foreign Intelligence Service on Aug. 3, ending a seven-month stretch without a permanent chief and removing acting head Major General Oleh Luhovyi.
A separate decree moved former Interior Minister Ihor Klymenko into Umerov’s old job as National Security and Defense Council secretary, extending the government reshuffle Zelensky launched in July.
Zelensky said Umerov will still coordinate the Drone Deal initiative and stay involved in stalled peace talks with Russia and the U.S., as well as defense agreements with Middle East partners.
Umerov remains one of Zelensky’s closest allies despite controversies from his 2023-2025 term as defense minister, including procurement scandals and questioning in a major corruption case without charges.
