Amnesty said the 22 April attack in al-Tiri was a direct assault on civilians after three Israeli strikes over about two hours killed Lebanese journalist Amal Khalil, 42, and seriously wounded camerawoman Zeinab Faraj, 21.
Drone surveillance hovering less than a meter away meant Israeli forces knew or should have known the two women were civilians sheltering after an initial strike had already killed the two men Israel later identified as Hezbollah operatives, Amnesty said.
The second strike hit the journalists’ parked car around 3:40 p.m., and a third hit the building where they hid at about 4:25 p.m.; rescue teams were delayed for hours awaiting Israeli authorization through the ceasefire monitoring mechanism.
Israel said the incident is under review, denied targeting journalists, and said it struck infiltrators breaching its Forward Defence line in a zone covering 6% of Lebanese territory.
Amnesty said the case fits a broader pattern of unlawful Israeli strikes in Lebanon since October 2023 and renewed calls for an independent investigation, ICC jurisdiction, and an arms embargo.
