Kaja Kallas said the move answered escalating attacks as Russia exploited Ukraine’s air-defense shortages and dropped more glide bombs in July than in any month since the full-scale invasion began.
The listings include executives linked to Serpukhov Plant Metallist, the Krasnoyarsk Machine-Building Plant, Irz-Svyaz, drone software firm Aeromaks, and military-space company NII TP.
Andrii Sybiha welcomed the sanctions and said every act of terror should draw a resolute response.
EU officials said the External Action Service is already discussing a much broader package with member states that could add 1,600 to 2,000 more entries.
