China Lifts High-Tech Patent Efficiency as 19.2% Output Growth Outpaces Innovation Inputs

By 2024, patent output rose to about 16 applications per R&D institution, 3,210 per 10,000 R&D workers and 62 per 100 million yuan of R&D spending, up from 10.4, 972 and 46 in 2005.
The trend sharpens pressure on U.S. competitiveness in semiconductors, advanced manufacturing and AI because more efficient Chinese firms can develop and scale technologies faster and at lower cost.
The report argues the U.S. response should focus on the full innovation pipeline—commercialization, university-industry links, manufacturing capacity and scaling breakthrough technologies—rather than research spending alone.
