Summary
A July 23 decree sets Italy’s first national rules for the IT Wallet, launching an experimental phase for digital identity credentials before full EU alignment.
The framework lets the Department for Digital Transformation draft and update technical specifications during testing, with later revisions tied to national changes and the updated eIDAS regime.
AgID will manage registration for participating entities, requiring technical reports, proof of security and reliability, organizational readiness, compliance with European standards and insurance guarantees.
Initial credentials include ISEE income data, education qualifications, residence and electoral records, the health card, mobile driving licence, European Disability Card and digital proxy certificates.
Digital versions of the health card, mobile licence and disability card will also stay available through the existing access point for 12 months as Italy builds toward European interoperability.
