About half of respondents who picked premiums said the federal government is best positioned to fix the issue, including 65% of Democrats, while 40% of Republicans pointed instead to insurers.
The findings land ahead of the midterms, when Republicans are emphasizing fraud and waste in government programs and Democrats are blaming the GOP for rising costs after Medicaid cuts.
