Summary
Russian authorities said several regions face fresh petrol shortages after Ukrainian strikes intensified and forced the Orsk refinery to shut for six months.
Orsk, about 1,300 kilometres from the front line, was attacked this week; Deputy Prime Minister Alexander Novak ordered fuel-price monitoring as oil companies redirected supplies to vulnerable areas.
Krasnodar, a Black Sea tourist region, said oil companies again cut fuel deliveries and shortened station hours, reviving rationing measures seen across Russia in recent months.
Putin had already acknowledged a fuel “deficit” in June, while promising more imports, faster refinery repairs and increased air-defence production against what Zelenskyy calls Ukraine’s “long-range sanctions.”
