Carro spent 25 years on the bench and became the first Puerto Rican appointed to the Appellate Division's First Department, which hears appeals from Manhattan and the Bronx.

In 1953, that probation role brought him into contact with 13-year-old Lee Harvey Oswald, who had missed more than 40 school days; Carro later testified to the Warren Commission in 1964.
