Bhakta said those constraints could force a distributed base rather than one connected complex, while permanently shadowed regions may hold water ice that would need new mobility, power and processing systems to use.
NASA is framing the Moon as a proving ground for Mars and said the program will rely on commercial, international and cross-disciplinary partners, with multiple solicitations already open.
