It remains unknown. Google has confirmed that the 449 Korean-language YouTube channels were part of an “inauthentic coordinated behavior” network aimed at shaping political opinion ahead of South Korea’s June 3 local elections, but it has not identified the operators, channel names, or any state or organizational sponsor. What is clear is the pattern. The removals were heavily concentrated in May, when 367 channels were taken down, suggesting a timed push during the election run-up. The content cut across lines of support and criticism: some channels attacked the government, others backed it, while others promoted or targeted specific politicians and parties. That mix is consistent with a coordinated influence operation designed less to advocate one simple message than to amplify division and steer public perception while concealing who was behind it. What is missing is attribution. In other influence-operation cases involving countries such as China, Russia, and Iran, Google has publicly named linked states or firms. In this Korean-language case, it did not. That makes it impossible, based on the evidence released so far, to say whether the network was run by a foreign state, a domestic political consultancy, private contractors, or another organized actor. So the honest answer is that the strings were being pulled by an undisclosed operator or operators. Google established coordination and deception, but not, at least publicly, authorship.
