Summary
$394 million in no-bid legal-services awards for unaccompanied migrant children are under scrutiny from Rep. Robert Garcia and Sen. Ron Wyden, who say ORR steered work to politically connected, unqualified groups.
Burke Law Group was offered a single-source agreement worth up to $150 million before withdrawing, and ORR then gave Our Rescue a sole-source contract worth $158.1 million with a ceiling of $244 million.
The lawmakers also questioned the U.S. Committee for Refugees and Immigrants over a separate agreement worth up to $20 million under an interim legal-services model that runs at least through December 2026.
Their inquiry centers on whether vulnerable children lost qualified representation while taxpayer money flowed to organizations with little immigration-law experience and, in Our Rescue's case, ties to founder Tim Ballard, who left after 2023 misconduct complaints.
