Set 17 was moved up from the planned 18th slot on an accelerated timeline tied to TFT’s Unreal migration, pushing developers toward a safer Offerings-and-Boons mechanic that still caused early inflation.
Carousel’s removal proved especially costly: Riot said invisible comeback rewards were less effective, item choice felt worse, and the mode lost a key social space, prompting future Carousel changes.
Roster design also missed the mark, with too many conditional comps, too many Threats, too few flexible tanks and several vertical traits relying on hard-to-hit 5-cost units to reach capstone breakpoints.
Riot said sets 18 and 19 were built with Opening Encounters from day one, while post-migration work will also revisit social pings after the minimap is deprecated.
