Summary
Ireland has begun Council-level scrutiny of the EU's proposed Cloud and AI Development Act, with Dublin aiming to deliver a progress report by the end of 2026 under its presidency.
The Commission adopted CADA on 3 June as the centerpiece of its Tech Sovereignty Package, proposing a regulation to give the rules uniform effect across all member states.
The push is driven by Europe’s reliance on a handful of non-EU providers: EU companies' cloud market share fell from about 29% in 2017 to roughly 15% by 2022 and has stayed flat since.
Beyond cloud sovereignty rules, the proposal also sets up Cloud and AI Leadership Initiatives and data-center acceleration zones to boost research, capacity and faster permitting.
CADA is still only a proposal, and both the European Parliament and the Council can still materially change its substance and timeline before it becomes law.
