The man told police he fled until his car overheated in Tempe, while the woman said the men released her after warning, "We know where you live now."
ABC15 reported the officers work in Phoenix's South Mountain Precinct and, according to sources, had still not been interviewed when the station's questions prompted Phoenix to confirm the probe.
