Q: Google silently installed Android Pulse on millions of phones, but what happens when it catches an app misbehaving?

No one outside Google appears to know yet. Based on the Play Store description and reporting from 9to5Google and others, Android Pulse clearly watches for abnormal battery, CPU, memory, or processing use, but Google has not explained what the app does after it flags a problem. The strongest evidence suggests Pulse is primarily a diagnostic and rule-distribution tool. Google says it “facilitates rule distribution for anomaly detection in critical system resource consumption,” which points to background monitoring and reporting rather than a user-facing enforcement app. In practice, that likely means it identifies unusual behavior and sends telemetry or bug signals back to Google or other system components so Android can better diagnose slowdowns, overheating, battery drain, and instability. What remains unclear is whether Pulse itself can intervene. There is no public indication that it directly kills apps, throttles them, revokes permissions, or warns users. Any corrective action may instead be handled by existing Android mechanisms, such as background process limits, battery management, or system health services, with Pulse acting as the sensor that detects the anomaly. So, if Pulse catches an app misbehaving, the most defensible answer today is that it probably records or reports the anomaly and may feed that information into Android’s existing resource-management systems. Whether it can independently punish or stop a rogue app has not been confirmed by Google.

More than 10 million Android Pulse installs are now indicated on Google Play, where the app has newly appeared and is showing up as an update for some users who already have it on their phones.
