Construction Employment Rises in 28 States in July as AGC Warns of Sept. 30 Funding Risk

28 states and Washington, D.C., added construction jobs from June to July, while 18 states and D.C. lost jobs and four states were flat, AGC said in its analysis of new federal data.
36 states and D.C. posted year-over-year gains from July 2025, led by Texas with 17,500 jobs and Louisiana with 15,500, while California had the largest loss at 6,700 jobs.
Illinois added the most jobs in July at 3,200, ahead of Ohio's 3,000, but Texas lost 3,400 jobs for the month and West Virginia had the steepest percentage drop at 2.8%.
AGC said the hiring gains face near-term threats from shifting tariffs on construction materials, rising opposition to data centers and Congress's failure so far to pass a long-term highway and transit bill.
September 30 is the key deadline the group highlighted, urging lawmakers to renew highway funding to help preserve one of construction's strongest sources of demand.
