Three quarters of surveyed enterprises cited labor shortages and industrial transformation as top challenges, while carbon reduction and international trade also ranked among the five biggest pressures.
The group urged Taiwan to extend flexible work-time rules to manufacturing and public utilities, raise monthly overtime limits and add a three-month aggregate cap to give employers more staffing flexibility.
CNFI also called for wider use of older workers, stronger vocational education and looser foreign-worker rules, including lower skilled-immigration thresholds, broader direct overseas recruitment and fewer quota limits.
