Virginia Maloney introduced a bill requiring buildings with cooling towers to clean them at least three times a year, up from two, with one cleaning mandated in June or July.
7 deaths and 92 illnesses in this summer’s Upper East Side Legionnaires’ outbreak drove the proposal after health officials linked the source to a cooling tower.
Cooling towers can harbor Legionella in warm, corroded, slime-filled water, and fans can spread bacteria-laced mist into nearby streets, raising risks for older people and those with underlying conditions.
Broad City Council backing is expected to speed the bill, and Gov. Kathy Hochul already signed a state law earlier this month increasing cooling tower inspections and penalties.
