Philan-Tam-Duy Le, 35, of Julian, California, was arrested Tuesday after Capitol Police found a guillotine standing upright in the bed of his pickup near the Capitol and Supreme Court.
Officers said the truck was illegally parked, and Le was charged with carrying a dangerous weapon after police spotted the guillotine in broad daylight.
USCP investigators are now reviewing Le’s background to determine why he drove across the country to Washington and what motivated him to bring the device.
The arrest adds to a string of Capitol weapons cases, including brass knuckles and a homemade sword found at a Senate office building more than a week ago.
