Russia’s edge is mass production — thousands of Shahed/Geran-type drones a month — using decoys, varied routes and large salvos to overload Ukrainian air defenses rather than redistribute targets autonomously in flight.
Ukraine is progressing from the opposite direction: systems such as Styx can split reconnaissance and strike roles, adapt to losses and coordinate small groups, but current deployments remain tactical at roughly 3 to 25 drones.
The report argues strategic swarm warfare needs five elements combined: resilient command networks, degraded-mode autonomy under jamming, industrial-scale production, integration with wider operations and economics that still work after defenses adapt.
Operation Spiderweb’s 117-FPV strike in June 2025 showed cheap drones can achieve strategic effects through planning and deception, but a one-off success is not the same as a repeatable autonomous swarm capability.
