981,000 people aged 16-24 were not in education, employment or training in April-June, ONS data showed, leaving about one in eight young people classed as Neet.
That total fell from just over 1 million in January-March but was still 3% higher than a year earlier, and the ONS said small quarterly moves in this subset can be volatile.
Men drove most of the annual increase: an estimated 25,000 more young men were Neet versus 4,000 more young women.
Pat McFadden said ministers would act on recommendations from Alan Milburn's pending review, while pointing to a jobs guarantee for 90,000 young claimants, 300,000 more work placements and 50,000 more apprenticeships.
Milburn's earlier findings warned Britain risks a 'lost generation' without action, citing health problems, weaker traditional job routes and social disadvantage as key drivers.
