Seasonal Employment Alliance Hires Continental Strategy to Push 64,716 Extra H-2B Visas

Continental Strategy registered the Seasonal Employment Alliance as a new client on Aug. 19, taking over lobbying on labor, antitrust and workplace issues after Capitol Consulting Group's role ended in January 2026.
The alliance's main target is the H-2B program, where the annual 66,000-visa cap has repeatedly fallen short of demand from hospitality, landscaping, construction, forestry and seafood employers.
DHS and DOL have already authorized up to 64,716 supplemental H-2B visas for fiscal 2026, matching the extra allotment used in fiscal 2025 after the Trump administration reversed an initial plan to restrict seasonal work visas.
The lobbying push comes with bipartisan political support: Sen. Angus King led senators urging the administration to release the maximum allowable visas, while the alliance is also betting on Trump's business ties to keep the program expanding.
