The 63-page complaint targets requirements that grantees keep “strict separation” from prohibited activities and support “life-affirming” program delivery, arguing providers could lose funding even when abortions occur outside the federal program.
Pennsylvania received $12,729,659 in Title X funding in fiscal 2026, and Shapiro said the rules would make it harder for low-income residents to access cancer screenings, STI testing and other family-planning services.
Title X already bars federal funds from paying for abortion, while HHS says the new terms will prioritize programs that uphold abortion-funding protections and do not use taxpayer resources to promote elective abortion.
The filing is Shapiro’s second lawsuit against the Trump administration in two days, after he joined a separate challenge to new federal mail-ballot requirements ahead of the November midterms.
