Five city-owned grocery stores—one in each borough—are central to Mayor Zohran Mamdani’s plan, with the first slated for the Bronx in 2027 and staple goods priced about 30% below typical retail levels.
Tens of millions of dollars have already been allocated for construction, while the city would provide land, waive rent and taxes, and set pricing and labor rules for a private operator running daily operations.
Critics argue the subsidies would distort competition for independent grocers, especially as Mamdani also backs higher taxes on the wealthy, potentially weakening the private businesses that support the city’s tax base.
The warning is framed through Ibn Khaldun’s 1377 theory that heavier taxation and direct state participation in commerce eventually reduce production, shrink revenues and erode broader economic vitality.
