Authorities said Partap Singh—an undocumented immigrant from India—was driving an 18-wheeler at 60 mph, failed to stop in a construction zone and slammed into the family vehicle after obtaining a California commercial license.
Coleman said the fallout extends beyond Dalilah's fractured skull, broken femur and traumatic brain injury: he quit truck driving, is struggling financially and now supports nine children on reduced income.
Patricia Fox delivered a parallel account from Colorado, saying a March 2025 hit-and-run by an undocumented immigrant from Venezuela left her daughter Carissa permanently disabled and requiring round-the-clock care.
The testimony came as Republicans used the hearing on California, Colorado and Maryland sanctuary policies to argue that limits on cooperation with federal immigration authorities endanger U.S. citizens.
