Moore enters the season with a 71.8% completion rate and 20 career starts, while Manning brings 15 starts and 10 rushing touchdowns but needs to improve on last year's 61.4% passing accuracy.
Julian Sayin, Drew Mestemaker and Jayden Maiava round out Kiper's current Day 1 QB group, with CJ Carr, LaNorris Sellers, Nico Iamaleava and several others still in contention.
Beyond quarterback, Kiper projects Texas, Miami and Georgia to flood the draft, calls safety unusually deep with about 15 players graded in Rounds 1-4, and tabs Florida's Jadan Baugh as RB1.
His broader early forecast also includes Georgia placing two first-round defensive backs, at least three tight ends drawing Round 1 interest, and five FCS players making draft noise.
