Q: What hidden dangers lurk just miles from Peru's famous tourist sites that prompted a strict government warning?

The warning is driven less by Machu Picchu itself than by what lies beyond Peru’s main tourist corridor: nearby and remote zones where violent crime, kidnapping risks, organized roadblocks and residual terrorist activity remain serious. U.S. officials kept Peru at Level 2 overall, but singled out Level 4 “Do Not Travel” areas including the Colombia-Peru border in Loreto, the VRAEM region, Vilcabamba, and the cities of Abancay, Ayacucho, Huancavelica and Huancayo. In those places, the concern is not routine tourist nuisance but a mix of muggings, carjackings, assaults, “express kidnappings” and weak state control. A key hidden danger is the VRAEM, where remnants of the Shining Path—now closely tied to drug trafficking—still operate and have carried out attacks on security forces. That area is also linked to narcotics routes and criminal networks, making it far riskier than Peru’s better-known visitor hubs. Even outside the Level 4 zones, authorities warn that petty and violent crime can happen in daylight, sometimes in front of witnesses, and that criminal roadblocks have been reported outside Lima. Travelers using ATMs or moving around at night face higher risk. Experts stress that Cusco, the Sacred Valley, the Inca Trail and Machu Picchu are not in the banned zones and remain the core of Peru’s safer tourism circuit. The danger rises when travelers go off established routes without guides, vetted transport or current local security information.

Peru’s Sept. 4 advisory kept the country at Level 2—“Exercise Increased Caution”—while newly emphasizing violent crime, unrest, kidnapping, terrorism and dangerous drugs.
Level 4 “Do Not Travel” warnings remain in place for the Colombia-Peru border area in Loreto, the VRAEM region including Vilcabamba, and the cities of Abancay, Ayacucho, Huancavelica and Huancayo.
State Department guidance said petty theft, carjackings, muggings and assaults can occur even in daylight, with roadblock robberies reported outside Lima and “express kidnappings” forcing victims to withdraw cash.
Officials also warned against ayahuasca, Kambo and coca products, saying U.S. citizens have suffered serious illness, death, sexual assault, injury and robbery after using such substances.
Popular tourist destinations including Cusco, the Sacred Valley, the Inca Trail and Machu Picchu are outside the Level 4 zones, though travelers venturing beyond them were urged to research conditions carefully.
