An unsigned Supreme Court order stayed a federal judge’s temporary restraining order, putting Missouri back on track to use its 2022 congressional districts in November.
The justices granted an emergency request from People Not Politicians after Chief U.S. District Judge Stephen Clark had ordered the state to use the 2025 map despite the Missouri Supreme Court’s Sept. 3 ruling.
Secretary of State Denny Hoskins said local election authorities were being directed to use the 2022 map again, reversing ballot work that had shifted toward the 2025 districts.
The 2025 map, approved in a 2025 special session, was designed to make the Kansas City-based 5th District more Republican; opponents gathered more than 300,000 signatures to force a referendum.
Proposition A will still go before voters on Nov. 3, determining whether the 2025 map can take effect after the election while the federal appeal continues.
