Their renewed push rests on newly released investigative material and an August 2025 ruling by U.S. District Judge George Daniels allowing claims against Saudi Arabia to move toward trial, though the court did not assign responsibility.
The allegations center on Saudi nationals Omar al-Bayoumi and Fahad al-Thumairy, who aided two hijackers in California; Saudi Arabia has repeatedly denied involvement, and the 9/11 Commission found no proof senior Saudi officials backed the plot.
The appeal underscored how the anniversary remains both a memorial and a live accountability fight for families who say 25 years later the pain and unanswered questions have not eased.
