Reports said the Senate Agriculture Committee failed to advance its farm bill draft because absences left it short of support. That is the kind of gap remote work cannot close. There is also a constitutional and institutional reason. Congress is built around quorum, attendance and personal accountability on recorded votes. A senator who is absent is still in office, but absence is not the same as participation. The Senate can continue operating if it has a quorum, yet a single missing vote can matter in a closely divided chamber. So remote work is a partial substitute for representation, not a full substitute for legislating.
