Federal prosecutors said Kramer had pledged allegiance to ISIS, offered to distribute explosives manuals online and wrote that he was preparing for his "mission" but still needed a weapon.
The FBI reopened its investigation after a March 19 tip, then watched Kramer leave home with a bag, buy a disposable phone, collect a long black bag, pay cash for a hotel room and visit a sporting goods store gun counter.
Searches of Kramer, the hotel room and his home also found a rifle scope, bipod, entrenchment tool, pepper spray and about 30 knives; prosecutors said no specific target was identified.
The Justice Department said Kramer had been known to investigators since a 2023 juvenile case involving a mass-casualty plot, and prosecutors are seeking to hold him without bond as a danger to the community.
