Adam Silver said the Clippers' punishment is final, leaving Steve Ballmer no path to recover a $30 million fine or five forfeited first-round picks from 2029 to 2033.
The sanctions also keep Ballmer and Gillian Zucker suspended for one year and Lawrence Frank for six months over cap-circumvention tied to Kawhi Leonard's off-court deals.
Leonard avoided a suspension, contract voiding or repayment, taking only a $700,000 fine after the NBA and players' union reached an agreement that also removed Ballmer's arbitration leverage.
League officials told ESPN they backed the severity despite Ballmer's standing in NBA circles, with Silver signaling the case was meant to warn owners that salary-cap violations now carry hard limits.
