J. Christian Adams said conservatives are often outnumbered five-, six- or sevenfold in court, citing one Galveston County redistricting case where he said the legal teams were roughly 25 to five.
The group says red-state universities should build election-law centers and chairs to widen the pipeline, while Harvard, UC Berkeley and Michigan were asked for comment.
