The pair were covering a deadly Metro bus collision in Chatsworth when NewsChopper4 went down in a self-storage parking lot, killing Moreno, Marciniw and 29-year-old visitor Edy Gutierrez Mejia.
Federal investigators reached the crash site Wednesday; a preliminary report is expected in about 30 days, while a final account could take months.
The memorial, approved by Congress in 2020 and targeted for completion by 2028 on the National Mall, commemorates journalists killed while reporting news.
The foundation says 14 American journalists have been killed on U.S. soil since 1992, part of more than 2,000 journalist deaths worldwide over that period.
