ICE alleges Massaquoi ordered or took part in killings, torture, arbitrary detention, forced labor and the recruitment of child soldiers while serving under a commander in Charles Taylor’s rebel movement.
Massaquoi entered the U.S. legally in August 2006 but overstayed after November that year; HSI arrested him in Maryland in 2019, and ICE retook him in 2025 after officials said he violated release terms.
An immigration judge ordered his removal in May 2025, and ICE said the case was supported by its Human Rights Violators and War Crimes Center, which tracks suspects accused of atrocities abroad.
Since 2003, ICE says it has arrested more than 520 people for human-rights-related violations, removed 1,178 known or suspected violators, and blocked more than 415 others from entering the country.
