A preliminary resolution approved Wednesday lets IBM pursue tax incentives for a $2.5 billion quantum computing facility at its Poughkeepsie campus, with the company targeting operations by 2031.
The Dutchess County IDA action covers a payment-in-lieu-of-taxes arrangement and a sales-tax exemption; if those incentives win final approval, IBM said it could break ground in November.
IBM expects the project to add 200 to 300 jobs to a campus that already employs about 2,300 people, with technician starting salaries projected at $68,000 to $83,000.
Company advisers cast the site as a potential U.S. manufacturing hub for quantum computers, while local officials support the plan as a boost to Poughkeepsie's tech profile and economy.
The incentive process now moves to a public hearing and then a final IDA vote, which will determine whether the project advances on schedule.
