At Colgate University, Obama rejected the idea that markets and lawsuits can manage AI risks, comparing the need for oversight to regulation of airlines, drugs and food.
Donald Trump has taken the opposite tack, announcing an "AI Force" and plans for an AI czar while pledging not to "hinder or stifle" an industry he sees as vital against China.
The White House has still advanced a lighter-touch policy, including a March national framework and a June security directive requiring national-security AI systems to be robust, controllable and accountable.
The clash comes as AI regulation gains broader traction: a May poll found nearly 80% of Americans support safeguards, and executives including Dario Amodei, Sam Altman and Elon Musk have backed more caution.
