Probably not. A 2027 Social Security COLA in the 3.5% to 3.8% range would help, but most evidence suggests it still would not fully match the real expenses many older Americans face. The official COLA, due Oct. 14, is based on third-quarter CPI-W inflation, a measure tied to urban wage earners and clerical workers, not retirees. That is a longstanding concern among senior advocates and AARP, which have argued that older households spend more heavily on healthcare, prescriptions, housing, utilities and insurance than the CPI-W captures. The Senior Citizens League has said seniors “experience inflation” at the pharmacy, grocery store and in rent, not as a broad index. A 3.8% COLA would be meaningfully larger than 2026’s 2.8%. On recent estimates, it could add roughly $68 to $74 a month to the average benefit, lifting a payment near $1,940 to just above $2,010. That is real relief, especially after two years of smaller adjustments than many retirees felt they needed. But much of that gain may be eroded quickly. Medicare Part B premiums are projected to rise about 3.5% in 2027, to around $209.50 a month, and those premiums are typically deducted from Social Security checks. Continued pressure from rent, food, electricity and out-of-pocket medical costs could further shrink the practical benefit. So the October announcement is likely to bring a better raise than this year, but not a full fix. It may soften the squeeze, not end it.

The withholding can be much larger than for tax or student loan debt, typically up to 50% or 60% of benefits, with an extra 5% possible for payments more than 12 weeks overdue. Court-ordered crime victim restitution is another federal exception that can reach benefits. SSI has stronger protection. It is generally exempt from these collection tools, including IRS levies and most other garnishments. Even so, recipients are often advised to keep SSI in a separate direct-deposit account and save records, because automatic bank protections usually cover only two months of federal benefit deposits.
