OpenAI Extends Daybreak to Ukraine After Nearly 6,000 Cyber Incidents in 2025

OpenAI will give the Ukrainian government access to its Daybreak program to help defend civilian infrastructure from cyberattacks, working with the Ministry of Digital Transformation.
Nearly 6,000 cyber incidents were handled by CERT-UA in 2025, including attacks on hospitals, energy systems and telecommunications, driving the need for faster vulnerability detection and fixes.
Daybreak provides AI tools for authorized security work, including reviewing legacy software, investigating suspicious activity, validating vulnerabilities and testing patches.
OpenAI said the program already supports defenders in France, Germany and Poland; ENISA used the models to find software flaws across EU institutions, and CERT Polska identified six router vulnerabilities later patched by the vendor.
