Hours before Xi Jinping’s arrival, the Trump administration unveiled visa restrictions on foreigners who engage in or facilitate birth tourism, including industry workers and “fixers” accused of coaching applicants to commit fraud.
Marco Rubio said the move targets people who profit from using U.S. travel visas primarily to secure citizenship for children born in the United States, which the administration calls exploitation of the immigration system.
China has been a central focus of U.S. enforcement, with past Justice Department cases targeting operations serving mostly Chinese clients on the West Coast and in Saipan; House investigators have also flagged Russia.
The visa crackdown extends Trump’s broader push against birth tourism after the Supreme Court blocked his first bid to end birthright citizenship, leaving visa denials and removal efforts as key remaining tools.
Xi’s Wednesday evening summit with Trump is already set to cover AI, tariffs, rare earths and fentanyl, placing the new restrictions into an already tense U.S.-China backdrop.
