CBP Ends 2022 Migrant Gift Policy as Border Crackdown Cuts Encounters

CBP Commissioner Rodney Scott withdrew the agency effective immediately from a 2022 DHS directive that let border officials solicit and accept private gifts for migrants in custody.
Scott said the authority is no longer needed because migrant encounters and apprehensions have fallen sharply, and because the policy does not fit the Trump administration's tougher border enforcement posture.
The May 3, 2022 delegation had given both CBP and ICE leaders authority to seek gifts tied to migrant care during a period of elevated border crossings and overcrowded facilities.
CBP said it only recently identified the directive and moved to rescind its participation; Scott's memo applies only to CBP, leaving ICE's status under the policy unclear.
Scott said CBP will keep providing care for people in custody through normal appropriations, as Trump officials also warn a partial government shutdown could strain DHS operations.
